Many Americans need help to deal with the economic devastation wrought by the pandemic. Both parties agree that the federal government should step in to assist them. But the two sides have a fundamental disagreement on another issue generated by the pandemic: whether businesses that carelessly infect people with the pandemic ought to be held accountable.
